The success and sustainability of the Development Program for the Intercontinental Economic Zone Heart of Africa in Chad (PAD - ZEICAT) are based on fundamental principles of transparency, responsibility, and good governance. CADECOM and its partners are committed to establishing a solid operational and ethical framework to ensure the trust of all stakeholders and compliance with the most rigorous standards.

Ethics Charter

Although a specific "Ethics Charter" document is being finalized, the principles that will guide it are at the heart of our approach:

  • Integrity and Conduct: We are committed to operating with the highest integrity, ensuring ethical conduct in all our interactions and operations.
  • Transparency and Accountability: Promoting transparency and good governance is crucial for ZEICAT. Our legal framework aims to ensure transparency and accountability. Information on applicable laws and procedures will be published, and ZEICAT authorities will be responsible for implementing the legal framework.
  • Compliance with Standards: We adhere to national and international standards in business law, labor, environment, and human rights.
  • Stakeholder Engagement: We value consultation and participation of stakeholders (including local communities) to ensure an inclusive and transparent approach.

ESG Commitments (Environmental, Social, Governance)

The integration of Environmental, Social, and Governance (ESG) criteria is fundamental to ensuring sustainable and responsible development within ZEICAT.

Environmental (E)

We are committed to minimizing our environmental impact and promoting sustainability. This includes mandatory environmental impact studies (EIS) to assess and mitigate potential effects, implementation of environmental management plans, sustainable use of natural resources, investment in green technologies and sustainable practices, promotion of renewable energies, waste management, water supply programs, and reforestation. Compliance with national and international environmental regulations (including Multilateral Environmental Agreements signed by Chad) is ensured, with certifications targeted (ISO 14001, LEED).

Social (S)

The well-being of workers and local communities is a priority. We are committed to respecting workers' rights, including safe and fair working conditions. This includes combating forced labor and child labor, respecting occupational safety and health standards, access to healthcare, equality and non-discrimination, in accordance with the Chadian Labor Code and International Labour Organization (ILO) conventions. Community engagement is essential: local communities will be consulted before project launch and actively involved in decision-making processes. The project will contribute to community development through investments in education, health, and infrastructure, as well as equitable sharing of benefits. Job creation (approximately 4,000,000 direct jobs in Chad according to forecasts) and the implementation of training programs are major social objectives. Population management, including transfers and resettlements if necessary, will be supervised by AUTEXCA, with resettlement plans based on social engineering studies.

Governance (G)

A clear governance structure is defined. CADECOM, as a heritage company, collaborates with COMADEX, the developer consortium, and AUTEXCA, the political authority and public establishment for ZEICAT management, created by the Chadian State. The program implementation involves a Public-Private Partnership (PPP) with the Chadian State, with defined responsibilities for each party. Governance mechanisms are planned, such as a Bipartite Review Committee, steering committees, and a transparent and accountable monitoring-evaluation system involving all stakeholders. Risk management is essential and includes identification and management of legal and litigation risks, financial, human, and temporal risks, as well as construction site security measures. Dispute resolution mechanisms (mediation, international arbitration) are provided to ensure legal security for investors. Intellectual property protection is ensured in accordance with international standards. Effective communication, including a central website, is part of the strategy.
