ZEICAT Objectives
Global Objective
Establish and increase equitable exchanges between Africa and the rest of the world for the economic development of African continent countries.
Specific Objectives
✓ ZEICAT Construction: Establish the Intercontinental Economic Zone of Africa at the heart of the continent (ZEICAT) to centralize and optimize economic development efforts. ✓ Communication Infrastructure: Create modern communication infrastructure linking ZEICAT to different regions of the African continent, and beyond, all maritime ports. ✓ Self-financing Mechanism: Establish a sustainable and autonomous mechanism to finance development projects. ✓ Industrial Development: Promote and develop the industrial sector to diversify the African economy and reduce dependence on raw materials. ✓ Intra-African Exchanges: Intensify commercial and economic exchanges between African countries to strengthen regional and economic integration. ✓ Irrigation and Reforestation: Provide 400 million m³ of water per day to irrigate 100 million hectares of trees planted in the Sahara, with the aim of reducing global warming.
Main Vocations of ZEICAT
The goal is to create through ZEICAT an economic zone of 102,000 km2 in the Sahelo-Sahelian zone of Chad, tax-free, customs-free, like Singapore, Hong Kong and Dubai. ZEICAT will comprise two (2) parts: the intramural part, called the intercontinental zone of 71,400 km2, and the extramural part, called the buffer zone of 30,600 km2. This economic hub will consist of a capital city with medium-sized cities and agglomerations, a continental airport and an intercontinental airport, industrial, commercial, artisanal, residential, administrative zones, etc. It will be a large market, an intercontinental free zone, a large platform for multiform exchanges (commercial, industrial, financial, cultural, artistic, etc.) between African countries themselves and with other countries of the world. ZEICAT will be a major financial center and a strategic base for the continent.
Economic Transformation
Through the creation of ZEICAT, we aspire to build cutting-edge industrial infrastructure and catalyze local talents, skills and resources for profound and multidimensional economic transformation. Contrary to sometimes wrongly conveyed apprehensions, Africa's development will not spell the end of non-African countries' prosperity, far from it. Light-years from being a brake, it can prove to be a real opportunity to enrich economic links between continents. ZEICAT, in particular, will be an intercontinental zone designed to benefit not only African countries, but also countries from other continents. Thanks to its strategic position at the heart of Africa, Chad will play a central role in this process. This zone will become a unique crossroads of international and regional collaboration, bringing together the continent's economic forces and foreign partners to build a more interconnected and inclusive economy.

This ambitious plan will increase dynamic exchanges, diversify opportunities, and enhance local skills in a global context. It will establish equitable and mutually profitable commercial exchanges between Africa and the rest of the world, while promoting the economic development of African nations. We are currently building a solid collaboration between the Chadian government and CadEcom, demonstrating a mutually beneficial partnership based on trust and transparency.

The timeline for implementing the ZEICAT construction project is structured according to the following phases: • Research, data collection, and feasibility studies phase (12 years) • Project design phase (36 months) • Preliminary phase (18 months), which breaks down into three (3) sub-phases: • Preparatory sub-phase • Introductory sub-phase • Initial sub-phase • Interim phase (5 years) • Operational phase (25 years) • Exploitation phase
